About the Program
Housing and Urban Development (HUD), Environmental Protection Agency (EPA) and the Pennsylvania Department of Labor & Industry regulations require that performing lead abatement activities be trained and certified. Lead abatement is any set of measures designed to permanently eliminate lead-based paint hazards. It includes the removal of lead-based paint and lead-contaminated dust, the permanent containment or encapsulation of lead-based paint, the replacement of lead-painted surfaces or fixtures and the removal of covering of lead contaminated soil as well as all preparation, cleanup, disposal, and post-abatement clearance testing activities associated with such measures. In addition, Pennsylvania's Department of Labor & Industry Lead Regulations state that temporary measures designed to render the property lead safe as opposed to lead free require certification(s) as a Lead Professional(s).
CCAC is pleased to now offer abatement courses that include the work practice standards, procedures and prohibited or restricted abatement work practices, pre-abatement plans, waste management and clearance necessary for compliance.

Lead Abatement Supervisor
The object of this four day (32 hour) training program is to prepare individuals to be certified by the Pennsylvania Department of Labor & Industry to preform lead abatement in target housing. It includes lead-based paint abatement and hazard controls, clearances standards and testing, background on regulations, abatement methods, prohibited practices, set-up and enclosures, dust control, cleanup, and waste disposal.
Lead Abatement Inspector
The objective of this three day (24 hour) Lead Abatement Inspector training program is to prepare individuals to become certified by the Pennsylvania Department of Labor & Industry to be able to perform lead-based paint inspections and clearance examinations for abatement or renovation projects. It will train inspectors to identify the presence of lead in housing in order to protect children, and focuses specifically on the presence of lead paint (paint inspections) and in dust and soil (clearance inspections).
Lead Abatement Risk Assessor
The objective of this two day (16 hour) training program is to prepare individuals to be certified by the Pennsylvania Department of Labor & Industry to be able to determine and then report the existence, nature, severity, and location of lead-based paint hazards in housing through an on-site investigation and the possible means of correcting and hazards identified. It includes sampling, elevated blood lead level investigations, report preparations, and ongoing monitoring. Lead abatement does not include renovation and remodeling, or landscaping activities whose primary intent is not to permanently eliminate lead-based paint hazards, but is instead to repair, restore or remodel a given structure or dwelling, even though these activities may incidentally result in a reduction in lead-based paint hazards.
Lead Abatement Risk Assessor Refresher
The objective of this eight (8) hour course is to provide refresher training to certified Risk Assessors who can determine and then report the existence, nature, severity, and location of lead-based paint hazards in housing through an on-site investigation and the preferable means of correcting any hazards identified. It includes sampling, elevated blood lead level investigations, report preparation, and ongoing monitoring. It follows an exposure-based approach to dealing with lead based paint hazards taken from the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. Prerequisite: 16-hour Risk Assessor course.
Classes are offered on a contract basis and on mutually agreeable dates.
Lead Abatement Worker
The objective of this two-day (16 hour) Lead Abatement Worker training program is to prepare individuals to be certified by PA L& I to perform lead abatement in target housing. It includes lead-based paint abatement and hazard control, clearance standards and testing, background on regulations, abatement methods, prohibited practices, set-up and enclosures, dust control, cleanup, and waste disposal. Hands-on activities include setting up-and establishing containment, using appropriate personal protective equipment (PPE), and performing encapsulations, paint stripping, and heat gun use.
Lead Abatement Project Designer
This 8 hour initial (4 hour refresher) course meets EPA's training requirements for those individuals that will prepare abatement project designs, occupant protection plans, and abatement reports pursuant to §745.226. EPA requires that an individual wishing to be certified as a Project Designer first successfully complete the Supervisor class and have a certain amount of education and experience. Proof of education and experience must be sent with the student's application to PA L & I.
Lead Abatement Supervisor Refresher Courses
This Lead Abatement Supervisor refresher training provides information on lead-based paint abatement and regulatory guidelines. This course meets the EPA or applicable EPA-Authorized state lead program training requirements for those individuals that will plan and/or oversee lead abatement work. A certified Supervisor can perform all the duties that a Worker can. In addition, a Supervisor is responsible for occupant safety during the abatement process and for writing the abatement plan. The 8 hour course focuses on essential abatement procedures including site preparation, contract planning, project management, abatement implementation and record-keeping.
Lead Inspector Refresher Courses
The Lead Inspector refresher training provides information for individuals who perform lead-based paint inspections and/or clearance examinations on abatement and renovation projects. This course will teach the legal obligations facing inspectors when inspecting for lead hazards, and individuals will learn to determine whether or not lead-based paint or other lead hazards are present in sufficient quantities to require abatement according to regulatory guidelines. This 8 hour workshop prepares you to immediately apply your knowledge to the field, with real-world examples from experienced instructors.
